  Caribou: The migratory barren-ground caribou inhabits the Canadian mainland between the Mackenzie River and Hudson Bay. These caribou which may have numbered several million in primitive times, have declined since then, from about 672,000 in 1949, when first censused, to 279,000 in 1955. By 1958, they were estimated to number on 200,000.

A major cause of this drastic decline was excessive hunting by humans. Another important cause was number of very low calf crops between 1949 and 1960. The result was that hunters waste much of the kill; enforcement is difficult in isolated and vast areas; caribou are the basis of the traditional way of life of many Indians and Eskimos; and many of the hunters are Treaty Indians who cannot legally be obliged to observe most hunting regulations.
